Daniel Masetu has praised the introduction of the afternoon shift in the Nairobi clean city initiative which complements the night shifts as a paradigm shift by the Green Nairobi Sector.
Masetu says the source of Central Business District (CBD) basic services transformation is the Governor’s Manifesto and  the afternoon shift is bearing fruits, by sustaining the level of cleanliness above 92% in entire CBD.
The afternoon cleaning exercise starts at 2.00 pm and ends 10.00 pm as a unique way of doing things differently and an ideal way to handle the problem of littering and sustaining night and morning shift results.
Masetu, who has been the director of Performance Monitoring and Evaluation since 2017 is tasked with res in overseeing the implementation of governance frameworks ensureing the use of performance metrics to improve accountability and service quality as well as leading the transformation of governance systems, streamlining business processes and modernisation of operational frameworks.
According to Masetu, the county leadership haa played a major and pivotal role in cultivating and shaping change in the Nairobi CBD  setting the tone for a CBD desirable environment through their values, physical presence, providing resources and making sound decisions that foster CBD teams engagement and satisfaction.
“The idea is well thought out by the sector in order to ensure that cleanliness is maintained throughout the day. To think creatively and unconventionally, going beyond established norms and perspectives to find new solutions to CBD problems, should be embraced by all County sectors and departments in order to realize sustainable visible change and impact results,” Masetu said.
Noting that this has made everyone on board to work towards their vision and doing what they do best, Masetu lauded the various departments that hemave been instrumental in enabling the clean up exercise roll out swiftly.
” It is important to also recognize the role played by the various enablers including departments like City Inspectorate, Planning, Health, Sub-County Administration, Markets, Public Communication, Social Services, Disaster Management, Nairobi Water and Sewerage company, Customer Service, Public service, Roads, Street lighting, Finance and Procurement  towards the current improved state of CBD cleanliness, for putting their teams on top,” Masetu explained.
These enablers, Masetu belives are crucial because they act as supporting elements that allow the Green Nairobi sector (Green Army) to achieve their strategic objectives by addressing underlying issues, improving infrastructure, providing necessary tools, relocation of  hawkers and overhanging small adverts essentially paving the way for efficient progress and facilitating success, rather than them directly performing the task itself of cleaning streets.
The benefits of Enablers are numerous including, increased productivity, improved quality, better decision-making, empowering CBD teams etc. This is a demonstration that working in Silos is cancerous.  These enablers provide facilitation not actual CBD cleaning of streets.
They focus on creating the conditions for success by removing obstacles, providing knowledge, tracking and guiding the process, rather than taking on the primary responsibility of completing CBD streets cleanliness work.
These Enablers are arteries and veins because they address underlying issues by identifying and resolving systemic problems or technical issues, prevent future roadblocks, ensuring smooth operations etc.

Enablers also create empowerment by fostering a sense of ownership within CBD teams by providing them with the necessary tools and support to make informed decisions and take initiatives. 

By actively identifying areas for enhancement within CBD, Enablers promote ongoing work optimization and synergy.
As the County further improves CBD visual appearance and aesthetics, typically through initiatives like growing trees, flowers, adding decorative street lights, night lighting buildings, fixing broken pavements, installing traffic lights, stopping urinal points, cleaning up graffiti, improving signage, removing street children, improving parks beauty and generally enhancing the overall look and feel of the city to make it more visually appealing; these efforts will go a long way to make City residents happy, attract more tourists and businesses CBD, boosting the local economy.
The impact of CBD transformation is being replicated in all the 17 sub counties as the clean city initiative goes to the devolved units.
Through the Peer to Peer review mechanism knowledge management program, Masetu noted that the best performing Sub-County will be rewarded through an objective assessment for successfully implementing Governor’s Manifesto.

Kiria intones that this is not just competition, it is a statement of inclusion, youth empowerment, and practical engagement at the grassroots level. Kuria encouraged all interested participants to register with thekir local cordinators and be part of this transformative experience. “This is what meaningful leadership looks like—creating real opportunities where talent is recognized and rewarded. It is about moving beyond words and ensuring that progress can be seen and felt within the community,” Kuria said. Kuria, who is running for the position of Makadara Membernof Parliament has been active in empowering the residents of Makadara constituency using sports as a way of empowerment.
