The Football Kenya Federation (FKF) Nairobi East branch has taken a swipe on the FKF National Executive Committee member for Nairobi Dan Shikanda over illegal reversal of decisions by the branch concerning regional league activities.

 

In a letter dated February 7, 2025, the FKF Nairobi East chairman Dickson Doyo took issue with Shikanda’s action to undermine the resolutions of Nairobi East branch by way of reversal of key decisions.

 

 

“The Nairobi East FKF Branch made the directives respecting its subject league operations that you have since illegally reversed or otherwise undermined vide your letter dated the 11th day of January 2025. During the FKF Nairobi East executive meeting held on 4th February 2025, we reviewed the progress of the Branch as is our mandate. Your letter dated the 11th day of January 2025 addressed to Kamongo FC, among other teams participating or meant to be participating in the FKF Nairobi East Regional league was also slotted in our agenda and considered,” Doyo said in the Nairobi East branch letter addressed to Shikanda.

 

Your subject directive and a further recent directive that purportedly appointed an individual to act
on behalf of the Branch as the referees appointment officer, despite the Branch having its own devolved set up comprised of 3 appointees as prescribed by the FKF Constitution, also contravened Article 19 (1) and (2) of the FKF Constitution, which grants all FKF Branches the requisite autonomy to make all decisions regarding their membership including day to day management thereof,” Doyo asserted.

 

Doyo noted that Shikanda in his individual capacity and his NEC position has no powers to constitute review and or reformat any league neither does the NEC member have powers to promote and or relegate any team to any league.

 

In his decision on January 11, 2025, Shikanda purported to create an office under his position and appointed former Harambee Stars team manager Willis Waliaula and former Namumatt FC team manager Albert Wesonga as the Nairobi leagues referees appointment officers contrary to the provisions of the FKF constitution.

Questions have arises among football stakeholders over how the new referees appointment officers will be paid as the position of NEC member has no budgetary allocation. Further the appointees have on the past been identified as individuals with an aledged tainted image whose reported dubious activities tainted the record of football and who are now being brought back into the circles of football game.

 

Pursuant to the powers of the resolutions made by the FKF National Executive Committee in its
meeting held on the 5th day of June 2021, whose directives were communicated to all the FKF
Branches vide its communique dated the 23rd day of June 2021 , FKF adopted certain measures with regard to regional leagues, league accounts and representation in zonal league committees. Those zonal league committee in the case comprises the seven branch chairmen from Nairobi East, Nairobi West, Kirinyaga, Kiambu, Murang’a, Laikipia and Nyeri.

 

In line with FKF regulations, before the start of each season the FKF National Leagues and Competition Committee must decide and announce the criteria to be used and the number of clubs to be promoted and relegated at the end of that season as above determined.

 

Promotion and relegation is automatic, and not governed by additional requirements other than performance on the field of play. The FKF National leagues and competitions committee institutes end-of-season play-offs to determine promotion and relegation if it so deemed fit and should a promoted team withdraw or be withdrawn from any FKF league or competitions before the commencement of a season, the FKF National Leagues and competitions committee may allow the next best finishing team of the lower league to be promoted to the respective league.

“Kindly but immediately, recall your subject directives and allow the B
branch to independently execute
its mandate as previously directed by FKF National Executive Committee and not your individual office as our representative in the said body unless otherwise so directed. Kindly further note that if we do not receive any communication rescinding the said correspondence within the next seven (7) days from today’s date, we will have no option but to take appropriate legal action against you,” Doyo concluded.
