There are questions arising from the ongoing promotion and relegation dispute in Kenyan football about how the FKF Leagues and Competitions Committee handled the fiasco.

The restructuring of FKF Leagues has placed the Committee at the centre of a growing debate over the interpretation of league restructuring decisions.

The ongoing controversy is a glaring contradiction between the committee’s previous recommendations and its current position on the matter.

Leagues and Competitions Committee (LCC) Chairman Peter Kamau Kaskas, just recently in a letter dated June 8 2026, suggested that decisions relating to promotion, relegation, and play-offs were never conclusively determined by the National Executive Committee (NEC), however, the official NEC minutes arising from a meeting held on September 19, 2025 appear to indicate otherwise

During the meeting, minutes suggest, NEC members adopted the LCC’s proposed league schedule for the 2025/26 season and approved the promotion and relegation criteria between the FKF Premier League and the National Super League. The resolution further states that only matters relating to lower-league restructuring were deferred for further stakeholder consultations.

This proposals were presented to NEC by the Leagues and Competitions Committee and recorded as adopted.

However, recent correspondence from the same committee imdicate that the promotion and relegation framework was not conclusively adopted, creating debate over how the September resolution should be understood.

The debacle now paints the LCC as a standing committee which is umdermining the leagues as well as the resolutions of the NEC.

Mombasa United, who finished third in the National Super League has escaled the matter and argue that the adopted criteria entitled them to promotion, and Kariobangi Sharks, who finished 16th in the FKF Premier League and are directly affected by the outcome.

The Sports Disputes Tribunal temporarily suspended promotion, relegation and the implementation of the proposed league structure changes pending a hearing, attention has increasingly turned to whether the September 2025 NEC resolution was fully adopted and how it should be applied.

Beyond the fate of individual clubs, the case has sparked wider discussion about governance, consistency, communication and certainty in the administration of Kenyan football competitions.
